So does this mean I can park down the raod from a pay area and not pay the fee? And what if I am hiking and I happen to wonder through a "pay area" and I don't pay a fee but I am not using any of the "facilities"?

Five-Tens are the way to go if you plan on using them more than 7 times. If not, and you only want them for one or two hikes, I would go with the cheaper ones.
Three months ago I was hiking Horton Springs Trail. I came across a guy carrying an AR-15 and had two Pistols on his belt. I would say that was a little extreme. I think he could have gotten by with just 1 pistol. (and some reloads! )
In response to mikeinFHAZ's reply: I couldn't agree more. A jungle hammock is the way to go if you're going to be by trees. The real question is, do you mind being wide open and vunerable to anything? If you don't mind, then a sleeping bag on a pad under the stars is the way to go. If you're scared...
