Tonto Natl Forest Fire Restriction Rules allow smoking within a developed recreation site or while stopped in an area at least 3 feet in diameter that is cleared of all flammable material.
They do not prohibit all smoking... only careless smoking.

The AJ News article is quite accurate. And, the 3rd body was found less than 100 yards from the other two on Yellow Peak. It is amazing that they were found at all, considering how very few people ever go up there. The bodies were not ravaged by animals, either, which is also surprising.
