I called the Ski Lift Lodge and they told me that both Snowbowl Rd and 180 are open, although the order certainly seems to make it clear that Snowbowl Rd is closed

Here is a link to the area closed by the Museum Fire. If I read it correctly, Snow Bowl Road and a portion of Highway 180 are closed. Do they have leads on who started this? Who knows, but apparently there isn't much of a penalty for this type of thing. I drove through Payson Tuesday morning and the air was thick with smoke from the fire. I came back through Payson Wednesday afternoon and the air was clear with no signs of smoke -- hopefully it will stay that way.
