Yes it is outside of the park (State) and when I went as a Forest Service volunteer I still had to pay the entrance fee. They did not want a rep from the Forest Service standing on the border telling groups larger than 15 people to not enter the Wilderness. It is all about the $$$$$$$$$$$$$$$$$$$$$....

So the FS sent you to conduct official business that necessitated the assistance of another agency without setting that up with the other agency... and you're blaming the state park? I call BS.

The problem may have been just caused by stupid volunteers at the gate. Keep in mind that this was years ago and the State Park was small with very few employees. Not as well organized as it now is....
