do we have any reason to believe that the person he talked to was making it up?

I guess Larry can confirm it when he gets there... Maybe there's a Landslide blocking the Trail, but does that mean that the Ruins are totally Inaccessible??? Can't walk over the Landslide, or find a way around it???

Correct, we were just hoping for a quick second HAZ opinion since Larry had this hike planned for manana and he does not have cell service where he is now camping.

I'd still like to know if it's possible to reach the ruins from above. Most of the other ruins I've visited near there have a viable route from the top.

In the case of Pueblo, I'd say the easy answer is no, at least not from above.
{Edit: Unless you are an experienced climber with the appropriate gear}

However, on more than one occasion I've thought about a more direct approach... starting from Cherry Creek Road 600-700' north of the canyon, ascend WNW until reaching the level of the ruins then follow the topo line along the wall to the site.

The guy was riding an ATV, said he and his wife had 1.5 hours of available time to hike when they came to the "landslide". He was unclear about whether or not they were even on the correct trail but had reached a location where they could see the ruins across the canyon. He obviously wasn't a trust worthy source but at the time I just wanted to make sure before taking my son-in-law and his dad on that hike.
