How did Flagstaff get its name?

Can you find out how the deer and elk in Flagstaff know to cross at those black and yellow signs with their picture on them?

I heard a story of a lady that was trying to get the city to move the sign out in front of her home, so the Elk would not cross through her yard anymore.
