Yes it's real. It's the same concept as a Katadyn MicroPur tablet. Only you are making it yourself rather than buying it in convenient tablet form.
The key for me is that you have to wait 4-hours for it to kill everything. Sometimes you have that kind of time. Sometimes you don't.
edit: the key ingredient here is chlorine. micropur is ClO2, while this creates a ClH2O2 solution. Somebody better at chemistry might be able to explain to my why this one would be better. I would only suggest that the cost of the tablets over time could add up to the purchase cost of this thing.

The MSR Miox was a commercial version of this treatment mode. I don't think it caught on, but it does work.

Off the top of my head. I think it kills everything in 45 min except...????????. The last thing takes 4hours and it's prob crypto which is supposed to be pretty nasty. I could bing it or go look a a tablet but I need to go get rest.. Hi I'm bob and I haven't hiked in 4 days

A couple drops of bleach per liter does the same thing...
