You have to drive up to past the sign where it will indicate that dispersed camping is allowed. You can't camp right at the trailhead, but I have parked there, and just walked out into the woods with my sleeping bag. Partying goes on out there occasionally. I was out there one time and a guy pulled in nearby, didn't see our camp, and promptly put his stereo on loud at 2 a.m. I got up, shined an LED flashlight his way.
