Reporting "Crimes Against Resources"

So, I was on the Mormon Battalion Trail ( http://hikearizona.com/photoset=32918 ) a few weeks ago, and the signin box had a number of cards and brochures with info on what to report, where and how. I snagged a card, and this is what it says:

Basically a military SALUTE report for the outdoors. And, since we all have cell phones, if you have even a bar of reception, it would not hurt to call it in if you see activities in progress.
