Do you need a 4-Wheel drive vehicle to access the trail head?

You will need high-clearance.
Many report doing it without 4x4 when the road is dry. Some claim 4x4 is necessary.
Depends on your vehicle, tires, plus comfort and experience driving on dirt roads.
There are a bunch of comments and reports from different people in the following thread. It may help you get a better feel for the different opinions that people have for it:

I took my 2WD Ford F150 up it in May of last year to start passage 19, and I made it, although a lot of slipping and sliding near the top. If I had weighted down the bed of my truck with sandbags, it would have made it with little slipping I'm fairly certain.
When I was there again to finish Passage 18 in October, there was a minivan up there in the parking lot which had me scratching my head! My husband took his 4WD truck to fetch me that time, which was a piece of cake.
