Velella velella or a by-the-wind sailor. It's a group of hydrozoan organisms living in a colony that floats on the surface of the ocean that's related to the Portuguese man o' war. It has tiny poisonous tentacles dangling below to catch its food, plankton, but they're not dangerous to people. They've been washing up from Central California to Oregon by the gajillions.
