I believe this is the rudder, detached from the vertical stabilizer. The rectangular piece on the left with the five "pins" is exactly the same as a piece I located just over 2000-feet away (nearly half a mile!). I can't imagine it made it there without human help, but it's also a big, heavy piece of metal so I can't figure out why anybody would have carried it that far either.
