The BM is a USGS BM - In 1946 the NGS (National Geodedic Survey) set RM #1 and #2 (and the Azimuth Mark).
If you read the outer ring of the disk you'll know what the NGS used to be called.
The NGS guys paid homage to the USGS and stamped it on the disk
