This monument/spire is called Monkey Face. Despite knowing the name, I can't see a monkey's face in it.
The most difficult rated climbing route in the US, a 5.14c, is on Monkey Face.
The snowcapped volcano Mount Jefferson soars behind it 38 miles away. At 10,497 feet, it's the 2nd highest point in Oregon (behind Mount Hood), and one of Oregon's five volcanoes.
