To get NEAR the arch, start walking across the E spine up/down until you see the top of AA. Walking the spine is slightly more exposed than Battleship, but nothing too crazy for 2 of 3. Jaclyn stepped out onto the maybe 2ft wide area over the arch; but I decided against insane exposure and got within feet of it.
