The new gate on the Peralta road is just beyond the overflow lot. The lock is USFS, and it appears that it's in place to keep traffic from heading up to the upper lot on busy days after it has gotten full. I'd say an orange cone and "lot full" sign would have worked just as well, except I belive people like me would just ignore those, so perhaps a gate is more effective!
