This tower is quite new (somewhere between 2014 and 2017). It has two solar arrays, two propane tanks, and will add two wind turbines soon. Maybe. The turbine has been laying in the same spot for at least 2 years without being raised. But all the electrical infrastructure is in place for it to be plugged in and working.
