The first responders to the 911 call for the woman with the broken ankle were EMTs on foot, then a crew with equipment to do the extraction via the trail if a helicopter couldn't do it, then the helicopter from Phoenix Police showed up. They decided the helicopter was the best option and the extraction team on foot returned down the trail.
