I have noticed this kind of thing happening at South Mountain. Some homeowners near Kyrene de las Lomas Elementary School are building big fenced lots into the open land next to their properties - one is a pickleball court for god's sake. I assume the land is technically theirs, I don't really know....

Looks like decent potential for some rain on Friday in SE AZ at least. 20% chance of t-storms Rincons/Mt. Graham. 40% for Chiracahuas. Per NOAA. I am seeing 10%'s up on the rim.

There is a water fountain at the Pima Canyon parking lot. It is only seasonal though, I believe. It can be found just beyond the 20 piles of dog feces that sit 3 feet from a garbage can.

Just be sure to use unscented soap. Otherwise you get the smell if dish soap every time you bring the camera up to your face.
