Waterfall Trail--Accessible from Strawberry?

The hike description suggests yes, but from all I can tell, the road in from Strawberry is closed off near the TH to the Fossil Springs Trail #18(?) Seems like the only access is from the Camp Verde side (and a looong, somewhat rough, dirt road).
I would rather come in from the Strawberry side, if possible, but definitely don't want to risk hitting a closed road ....

I should clarify: Is the parking area accessible by car from Strawberry?

you can park at the top of fossil springs trail #18, accessible from strawberry
it's a four mile hike down to the creek
you're not near the waterfall trail, either, but near the decommissioned dam area

you cannot drive to the waterfall parking area from the strawberry side

And need a parking permit ahead of time to access any of the parking areas in the Fossil Creek/springs area during the month April-Oct..
