The hike description suggests yes, but from all I can tell, the road in from Strawberry is closed off near the TH to the Fossil Springs Trail #18(?) Seems like the only access is from the Camp Verde side (and a looong, somewhat rough, dirt road).
I would rather come in from the Strawberry side, if possible, but definitely don't want to risk hitting a closed road ....

you can park at the top of fossil springs trail #18, accessible from strawberry
it's a four mile hike down to the creek
you're not near the waterfall trail, either, but near the decommissioned dam area https://hikearizona.com/photo.php?ZIP=507004
you cannot drive to the waterfall parking area from the strawberry side
