As pretty as this flower is and after another 1/2 hour of searching; I just don't know what it is. So for all my time I wondered this:
"People often want to know the difference between an aster and a daisy, and this is their answer. If it blooms later, its an aster, earlier, a daisy. Also, asters tend to be blue rather than white, and they have overlapping bracts on the flower heads."

So based on that I would just call it a shrubby blue aster for now.
