So we hiked from Rose Spring TH all the way to Black River, which included crossing onto San Carlos Reservation. We got the special use pass, which covered fishing and camping. However, had to purchase in Globe, which meant going through Salt River Canyon. If you take 87 or the Payson route across, not sure where you could purchase a pass, just keep that in mind.
