The Latin binomial, Phoenix dactylifera, references the dactys, or spikes on the stems of the fronds. Workers remove these from producing trees. I see a frond with some removed, and some others with them on, so this tree may be in production, but healthy enough and young enough that it is growing upward a lot, and producing new fronds.
