It is hard to tell, but there are abutments under the brush on each side of the picture. I'm not sure why this is here, as this not a stream crossing, nor was it high enough to accommodate a wagon. I'm assuming it was to allow railroad personnel to easily access both sides of the grade without having to climb up the sides.
