Nice cluster of ... who knows? Couldn't find anything that matched on wildflowersearch.org. Not dame's rocket (Hesperis matronalis), as mustards have four petals. Despite having five petals, does not appear to be geranium or phlox either.
Edit: I wonder if this is bigleaf hydrangea (Hydrangea macrophylla). They can have four or five petals in white, pink, red, purple and blue. And like all hydrangea, they grow in these large clusters.
7/27 edit: I asked C&O Canal Trust, and they pointed me at iNaturalist, believing it IS a phlox, specifically Phlox paniculata (known as both summer phlox and fall phlox). As there is Phlox paniculata label, I'm going with the generic phlox label.
