Rim Rd : open/close dates?
Are there certain dates where it closes for the winter and opens for the spring? Or is it when the snow falls, it's closed?

No certain dates. It is usually open beyond the first snow until things get sketchy. Especially if hunting season is still going on. And Christmas Tree cutting too.
Even then, the roads are signed as closed but not barricaded to assure that nobody gets "locked in".
In the spring, roads open incrementally as they dry out. Usually the snow has long since melted before the roads open due to mud, downed trees, and road damage that needs to be repaired for safety.
Coconino has a road status page on their website, but I'd be lying if I told you that it is the most up-to-date source for information.
