Not many people can shoot with accuracy the first time so I'd hope some go to ranges to learn how to shoot straight.

Phoenix Rod & Gun Club is at 915 W Olney. You can look at it on Google Earth. I am not familiar with the Club or its Range Safety Procedures. Yes there can be bad shooters and there can be accidental discharges. I am not familiar with hiking in the area but the nearest trail on Google Earth would seem to be far enough out of range for most rifles. The safety procedures and the buffer areas are established to avoid accidents and legal liability. Here's your sign - when the area is marked as Restricted Access or Unauthorized there is probably a darn good reason. Be aware of your surroundings. Stay safe out there.

This is something that I will not waste any time worrying about. I am more likely to die from a fork than a bullet.
