So it's only good for 4th graders? If your fourth grader isn't traveling alone you as a parent or guardian still have to pay the park entrance fee (usually by car that would have included the 4th grader anyway).

The pass covers the 4th grader, up to 3 adults with the kid, and all other kids under 16yrs (provided they are all traveling in the same vehicle). Basically a National Park Pass.
What I need to figure out is if I would need to actually have the 4th grader with me, because in 2 years, Icould potentially save myself $80. Especially since my National Park Pass renews every July, and this one runs from Aug-Aug.

I heard that they're going to be very strict on the rules and will require 2 forms of ID from your 4th grader and a notarized letter from the teacher.

The park service is woefully underfunded. I am happy to pay for my annual pass every year and will continue to do so, even if/when we have a 4th grader.

That's very kind of you. Perhaps you would consider paying each time you enter rather than buying an annual pass. That way you won't be depriving the park of your entrance fees if you go more times than the annual pass covers!
