The last report of hikes to or through that area are dated up to January the 17 of this year and yes there was water.
And the most likely reason there are no further reports is because the conditions of Forest Service Road 172 that takes you to the Rogers Trailhead has been so bad because of the rain so nobody wanted to try to get there. Therefore you can consider that yes you will get more than your belly full of water and maybe even wet feet just trying to get there. Pun intended. Have fun and enjoy your visit and bring back pictures of all those water falls along the way down to and back from Angel Basin. :M2C:

I'm driving a 4wd high clearance Sportsmobile, so I hope I can make it to Woodbury. Going to do the JF to Frog Tanks to Reavis and back loop.

Turned back at Mile 3.6 of FS 172. Passable by quads, jeeps, forerunners, but not my rig.
Gonna try to get Angel Basin from the north via Reavis Ranch and Frog Tanks.
