You will need high-clearance.
Many report doing it without 4x4 when the road is dry. Some claim 4x4 is necessary.
Depends on your vehicle, tires, plus comfort and experience driving on dirt roads.

I took my 2WD Ford F150 up it in May of last year to start passage 19, and I made it, although a lot of slipping and sliding near the top. If I had weighted down the bed of my truck with sandbags, it would have made it with little slipping I'm fairly certain.
When I was there again to finish Passage 18 in October, there was a minivan up there in the parking lot which had me scratching my head! My husband took his 4WD truck to fetch me that time, which was a piece of cake.
