The State of Arizona has recently initiated a "Free Litter Hotline" 1-877-3-Litter (877-354-8837).
If driving behind a vehicle and view someone littering from their vehicle, when it's safe to do so, call this "free" 877 number, follow the prompts providing the littering vehicles' AZ License Plate Number. Arizona State Department of Transportation will send out a formal letter along with a trash bag.

I see what you did there. Using quotes around the word free. Well played!
Just a thought but someone with time on his/her hands could probably bankrupt this project in a week by walking around a mall parking lot reporting every plate they see. If he/she we're so inclined.
