I'm no lawyer, but I'd think eminent domain could be in play here. Which might be the plan, and thus the landowner trying to establish a high market value that will have to be paid.
There are three other segments of private land between the park boundary and the upper trailhead. I didn't pull up ownership data, so those parcels could belong to one owner or split into any number of smaller parcels.
So whatever the resolution to this dispute is, it may impact the other parcels later on.
