CNF and ASNF divider

So, does the dividing line between CNF and ASNF run down the middles of Knoll Lake or on one side or the other?

Probably follows a creek or wash bottom from before the dam, so today it is probably up to which ever forest wants to enforce something. Why?

According to the map, it's down the middle (the bottom of East Leonard Canyon). West shore and the knoll itself is Coco, east shore is Sitgreaves. Babe Haught, the vehiclular access road (295/295E), and where the majority of visitors to the lake camp are all on Coco ... which is still under stage 1 fire restrictions.

The Coconino website lists Knoll Lake in their recreation areas for boating:

The ASNF website does not:

I would conclude that the forests have decided that Coco is the managing authority for the lake.

Makes sense, you figured where I was going with this question, so a campfire on the east bank is maybe illegal under Coco stage 1?

Wouldn't the responsible thing be to observe the spirit and the rationale for the restriction and not have a fire at all? Rather than trying to find which side of the lake is outside of the fire restriction. Just saying.

Meh. The "spirit" of the closure is irrationally in place to protect greater Flagstaff from covidiots. The area around the lake is literally muddy from rain and fire danger is near zero. I would have a fire 3 inches east of the boundary without thinking about it, and the ranger on the other side would have no problem with it and would also tell me that if it wasn't for his deskbound overlords in Flagstaff it would be ok on the west side too.

I don't want to be responsible, just legal. There are plenty of lakes further away from the boundary, but I don't see what that has to do with anything.
A campfire 100 miles from the border should be no more legal than one 100 feet away from the border.
