I always like the people who actually take the time and effort to bag the poo but don't want to carry it with them. And then inevitably forget to pick it up on the way out. I mean, what's worse, some poo in the bushes that will decompose or a nasty plastic bag that will actually preserve the poo for the next six months?

If you think about it, it does not reward bad behavior, but encourages good behavior. Because if you want to do the opposite -- punish poor behavior -- you would have to have an uncountable number of crap cops patrolling to prevent the dropping of doo. Not cost effective, or even effective, so the doo ends up littering the trails. On the other hand, the odds of hitting a scratch ticket are very small (and can be adjusted smaller depending on the contest). If for every doo turned in, the turner in -- and it does not have to be the dog's owner -- received one scratch ticket, many fewer doos would dot the trails.

True. And I certainly don't disagree with the cost effectiveness. I just think it's silly to create incentives for people to do what they should be doing anyway.

Unfortunately I think like most programs sponsored by a government agency it would bloat out of control and have no resemblance to what the original intent of the program was set up for. People just need to clean up after themselves and when we as users of the trials see people not following the rules need to say something to them.

I rarely see dog poo on the trails. There is more around the canals, but I've not seen it not bad enough to mandate anything, or incent anyone to go pick it up.

On the canals by my house I see alot more horse and coyote feces. and canals are wide enough that even the horse piles are easily avoidable.

When we went on jobs in the projects with working elevators you did not put your med bag or stair chair down in the elevators because you were usually standing in a puddle of urine at best or a combo of urine and other stuff.

The first time I saw a plastic bag on the trail up behind my house (Trail 100), being a good citizen, I picked it up. When I realized it was not empty, and what was in it, I dropped it. I don't pick up bags -- or other garbage I can't identify -- anymore.
