What part of Flash Flood Warning do these so-called hikers not understand?

From the Pima County Sheriff's Department Facebook page:

**17 Hikers rescued from Tanque Verde Falls**

Yesterday evening Search and Rescue deputies along with Southern Arizona Rescue Association (SARA) and Rural Metro Fire Department responded to reports of several hikers being stranded in Tanque Verde Falls. The recent rain had caused flash flooding which left all the hikers, including a four year old, in imminent danger of being swept away. Rescue efforts continued throughout the evening, concluding at 6:45 am this morning when the two remaining hikers were successfully rescued.

The Pima County Sheriff's Department would like to remind citizens of the dangers of flash flooding, especially in areas like Redington Pass and Sabino Canyon. It takes time for the water to flow from the mountain down the valley, and when it does it can be swift and deadly. All too often, hikers decide to hike just after it rains because the temperature is cooler, not realizing they are walking into areas which are at an increased risk for flash flooding.

We would like to thank the Search and Rescue Unit, SHERIFF 1 crew members, SARA volunteers, Rural Metro Fire Department, and Arizona Department of Public Safety for their efforts in another successful search and rescue mission.

Simultaneous with the rescue of 17 "hikers" from Tanque Verde Falls, there was a rescue of 19 tram riders at Sabino Canyon:

That part of Tucson is my brother's beat who's a sheriff's deputy. Not only are they putting themselves into danger, but putting my brother in harm's way. The Sheriff's Department is understaffed already without having to rescue idiots.
