Which is the prettiest? I don’t plan on going to the top. I just want something pretty. What do you suggest?

There is an east and a west trail, look at some photo sets, read some triplogs and choose the one you think sounds the most pretty, I don't think you can go wrong IMO...
[ East Baldy Trail #95 ]
[ West Baldy Trail #94 ]

Does the loop take you to the top? Is there just 2 trails, the east and west, that make up the loop?

Even in this dry winter there is likely to be snow to posthole through this early in the game, and I don't think the road is open yet. I searched and searched, and I find only notices that 273 closed in early January, and no notices have been posted that it is open. At any rate, due to the snow in the shade at higher elevations, particularly on the East Baldy Trail, I'd wait until late May or early June. And it won't be lush or green during those months. After monsoon or in the fall it's much prettier. Call the Apache-Sitgreaves National Forest, Springerville Ranger District, to ask. 928-333-6200.
Oh, and another thing. Hiking up there before they send in the trail crew is a lesson in frustration, because there are always a lot of downed trees blocking the trails.

I’m going at end of may. Should I be good? Any suggestions on east vs west trail? Does the end of the trail mean I’m at the top?

Look at the GPS routes and read the triplogs. I always head for the first high point, past where the east and west trails meet. It has a giant cairn on top. Any further than that will get you in trouble with the tribe.
I prefer the east trail because it has better views and is less crowded. Many like the west trail because of the creek.
