Depending on the map, free downloadable formats include PDF, JPG, and geoTIFF (location data embedded in the map).
The 126,720 series is the most useful overview for Arizona national forests (the 63,360s are not available here).
Additionally, you can download all the individual FSTopo quads in both the current and older formats from national forests nationwide.
