Hike/bike Salt River in Phoenix

Are you allowed to hike / bike the Salt River through the Phoenix area? (Especially given that it is mostly bone dry ...)

The City of Phoenix has trails/paths through the Rio Salado Restoration Area. I think it stretches from 16th St to 19th Ave.
