San Pedro near Sierra Vista

Coworker was down in the Sierra Vista/ Tombstone area and wanted to access the San Pedro and noted some new fencing that would prevent entry. Is this area closed to entry now ?

I can't imagine that it would be, as long as it's BLM land. There may be some private land along through there, though? I would think that fencing would be there to keep cattle out.

Fencing not for livestock but to curb illegals. Fencing located on public lands.
