Riding the AZT horseback

I'm starting to plan to ride the AZT by horseback with several friends, we will have a support system to keeps us and the animals in food and water. I had some information that Passage 1 at the Mexican border that horses were not allowed and thus could not ride the Huachuca mountains. that we would have to ride the road to Parker cannon Lake. How would I go about this.
