Mostly herbaceous, but there are woody shrubs, too. Woody shrubs are not overly dominant nor do they create impenetrable thickets the way they do in many other areas. The disappearance of these areas 40 years ago is why some species went extinct in NJ and have not in areas further south that manage more extensively with fire, as was common pre-1930. Quail is gone from most of it's range, because of land use practices. It could be back in NJ again if people were interested in managing the ecosystem for diversity.
