Death Valley NP maintains a facebook site specifically for road conditions, and is the most up-to-date official source.
Most roads have re-opened at this point. Scotty's Castle, and the road to it, however, probably won't be open until fall 2016 at the earliest.
Having been out there several times recently, I doubt think the wildflower show is going to reach the level of 2005. Should definitely be a good one, though.

I'm thinking about making a visit sometime either next week or the week after that. Would I be too early to witness lots of blooms? Should I wait til the end of February?

Death Valley just posted a wildflower update on their page.
To sum it up, the bloom is localized, fantastic in the southeastern part of the park but just beginning in other locations. Badwater Road is the best/easiest place to go, with the bloom getting better the farther south that you travel. If you cannot travel to the southern end of the Badwater Road, there is a good diversity of flower species on the alluvial fans north of Badwater, from about MM12 to Badwater.

I was just at the park today and yesterday, I can confirm that it is patchy. There were two areas in particular along Badwater Road that were dense, other wise it was pretty light. Still plenty of new flowers coming in.
