Tonto Creek Fish Hatchery is just down the road from the very popular Horton Creek Trail. It is the #3 overall rated activity in Payson on tripadvisor (interestingly).

Built in 1930's - - restored Apache Trout population. This is where are the fish are grown/farmed/incubated to stock the lakes across Arizona through AZ Game and Fish.

Visitor Center is pretty neat. The metal backpack used to carry fish to stock was the highlight for me.
